This list is not a verdict. Each hero is ranked by how many times they appear across the nine tier list builds, with appearances in S tier builds counting double. Rip and Aria share the top because they keep showing up in the strongest builds - Rip in four of the nine, Aria in three that are all S tier - not because we like them. Heroes that appear in none are left out, which only means they are not part of an established archetype yet.
